Carpenter, Binns' Secretary, writes "I am enclosing forms for the renewal of our subscription to Pencil Points. You will observe that I have advanced the date to July, 1921. We are obliged to pay for this subscription form the new appropriation which begins with the beginning of our fiscal year, July."
